This book is a story of two amazing passages—one of an idea, the other of a man—and how they came together to bring about one of the most socially significant Supreme Court decisions in recent history. The parallel story tells of David Brennan, who shepherded the Cleveland Voucher Program from its scratch paper beginnings to its vindication by the highest court in the nation. When David discovered that his work force was largely illiterate, rather than rage at the night, he established learning centers at company plants. Later he opened the centers to his employees and their families and paid the workers for the time spent there and introduced innovative computerized learning programs. His experience with these centers led him deeper into the field of education at all levels. Because of his passion for educational improvement, he was named by then Governor Voinovich to head a blue ribbon commission on education in 1992. That commission became the origin of the Cleveland Voucher Program. Victory for Kids takes the idea and the man through the various legal and personal challenges to final vindication by the Supreme Court.
DAVID L. BRENNAN has had many professions: accountant, lawyer, entrepreneur, CEO of manufacturing companies, and now Chairman of White Hat Management LLC, a professional education services firm. He has served public, private, sectarian, non sectarian, voucher, and charter schools. He has been a trustee of both his alma maters, The Ohio State University and Case Western Reserve School of Law. In 1997, he received the Governors Award for his unique contributions in education.
